S\u2019y refuser est un d\u00e9lit, chercher \u00e0 l\u2019esquiver pr\u00e9sente un risque et de r\u00e9els inconv\u00e9nients\u00a0[1].<\/p>\n<p>Utiliser la BDES pour ce qu\u2019elle doit \u00eatre, et pour ce qu\u2019elle peut \u00eatre, est en revanche porteur de gains de productivit\u00e9 et permet de se poser de bonnes questions.<\/p>\n<p>La plupart des indicateurs RH sont automatisables. Tout ce qui a trait aux effectifs (r\u00e9partitions, flux, d\u00e9mographie, &#8230;), et aux informations attach\u00e9es aux salari\u00e9s (r\u00e9mun\u00e9rations, absent\u00e9ismes, temps de travail, formations, &#8230;), peut \u00eatre produit automatiquement, \u00e0 date, ou pour des p\u00e9riodes d\u2019analyse. Cela est affichable dans une interface d\u00e9di\u00e9e aux repr\u00e9sentants du personnel, mais aussi, de mani\u00e8re circonstanci\u00e9e, par exemple dans des tableaux de bord de pilotage RH.<\/p>\n<p>Un seul et m\u00eame syst\u00e8me informatis\u00e9 de traitement de donn\u00e9es doit permettre d\u2019alimenter en grande partie une BDES, et servir d\u2019outil unique pour une Fonction RH lib\u00e9r\u00e9e du <i>pensum<\/i><em>\u00a0du <\/em><i><em>r<\/em>eporting<\/i>. Il \u00ab\u00a0suffit\u00a0\u00bb\u00a0:<\/p>\n<ul>\n<li>de d\u00e9terminer ses r\u00e8gles de d\u00e9compte,<\/li>\n<li>de caler ses extractions de donn\u00e9es,<\/li>\n<li>d\u2019historiser ses valeurs,<\/li>\n<li>de prendre la peine de se former \u00e0 la manipulation autonome de rapports de gestion, de tableaux crois\u00e9s ou de listes, car il est certain que les besoins de statistiques \u00e9volueront.<\/li>\n<\/ul>\n<p>Il est prouv\u00e9 que cela d\u00e9gage du temps et procure du confort pour la Fonction RH. Ainsi d\u00e9gag\u00e9e de la logistique du <i>reporting<\/i>, et arm\u00e9e pour r\u00e9aliser des analyses prospectives, elle est ainsi mieux \u00e0 m\u00eame de tenir les r\u00f4les que les salari\u00e9s et les managers attendent d\u2019elle\u00a0:<\/p>\n<ul>\n<li>Proposer et mettre en \u0153uvre des politiques RH au service de la performance collective<\/li>\n<li>Accepter et provoquer la coop\u00e9ration des acteurs<\/li>\n<li>Ecouter et accompagner les Managers et les Collaborateurs dans leurs vies professionnelles.<\/li>\n<\/ul>\n<p>Incidemment, la BDES contribuerait \u00e0 l\u2019\u00e9vitement de deux \u00e9cueils pour une DRH\u00a0: se r\u00e9fugier (nous l\u2019observons trop souvent) dans les \u2018relations sociales\u2019 au d\u00e9triment d\u2019un v\u00e9ritable dialogue social\u00a0; se laisser aller \u00e0 la \u2018d\u00e9rive gestionnaire\u2019 et se laisser instrumentaliser.<\/p>\n<p>[1] Les d\u00e9lais pr\u00e9fix de consultation du CSE ne courent pas en l&rsquo;absence de BDES (Cass. soc. 15\/11\/17 et Cass. soc. 28\/03\/18)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Et si nous commencions par la morale de l\u2019histoire : De la contrainte \u00e0 l\u2019opportunit\u00e9, l\u2019\u00e9tat d\u2019esprit de la DRH fera la diff\u00e9rence, tant sur le plan de son efficacit\u00e9 que sur celui du dialogue social\u00a0!
