{"id":533,"date":"2015-11-12T09:43:38","date_gmt":"2015-11-12T08:43:38","guid":{"rendered":"https:\/\/crosstalent.com\/blog-crosstalent\/?p=77"},"modified":"2024-10-29T11:02:29","modified_gmt":"2024-10-29T10:02:29","slug":"bdes-loi-rebsamen","status":"publish","type":"post","link":"https:\/\/crosstalent.com\/fr\/actualites\/bdes-loi-rebsamen\/","title":{"rendered":"BDES et Loi Rebsamen"},"content":{"rendered":"<p>Dans son article 18 la loi du 17 ao\u00fbt 2015 relative au dialogue social et \u00e0\u00a0l\u2019emploi comporte quelques pr\u00e9cisions, ordonne mieux, en les\u00a0regroupant, les diff\u00e9rentes consultations des instances repr\u00e9sentatives\u00a0du personnel, mais n\u2019apporte pas encore toutes les simplifications sans\u00a0doute attendues par la tr\u00e8s grande majorit\u00e9 des DRH.<\/p>\n<p>Une vraie simplification passerait notamment par une Base de Donn\u00e9es\u00a0\u00e9conomiques et sociales consid\u00e9r\u00e9e comme LA base partag\u00e9e.<\/p>\n<p>Elle se\u00a0substituerait alors \u00e0 la longue liste des documents \u00e0 fournir aux CE et\u00a0CHSCT ainsi qu\u2019aux DS. Ce qui est mis r\u00e9guli\u00e8rement dans la BDU \/\u00a0BDES servirait de base aux consultations, sans avoir \u00e0 produire \u00e0\u00a0chaque fois et \u00e0 rassembler des litanies de chiffres et de tableaux.<\/p>\n<p>La BDU \/ BDES, si elle est bien construite, rassemble en effet tous les\u00a0indicateurs qui constituent les sommes d\u2019informations transmises de\u00a0mani\u00e8re r\u00e9currente aux IRP. Ces indicateurs prennent chacun plusieurs\u00a0valeurs (en fonction des p\u00e9riodes mensuelles, trimestrielles, annuelles,\u00a0et du ou des p\u00e9rim\u00e8tres sur lesquels ils s\u2019appliquent)\u00a0; ces valeurs sont\u00a0historis\u00e9es et disponibles \u00e0 tout moment dans la base. Il serait par\u00a0cons\u00e9quent plus utile de r\u00e9diger des notes sp\u00e9cifiques de consultation,\u00a0sur chacun des trois th\u00e8mes fix\u00e9s par la loi Rebsamen, plut\u00f4t de produire\u00a0\u00e0 jet quasi continu des bilans et des rapports qui ne font que s\u2019empiler\u00a0les uns sur les autres.<\/p>\n<p>R\u00eavons d\u2019une vraie simplification administrative1 qui d\u00e9sengorgerait les\u00a0DRH des t\u00e2ches sans valeur ajout\u00e9e. R\u00eavons d\u2019un \u00ab\u00a0dialogue social plus\u00a0strat\u00e9gique dans les entreprises\u00a0\u00bb sur la base d\u2019une information riche et\u00a0\u00e0 jour, contextualis\u00e9e et adapt\u00e9e aux enjeux propres, quitte \u00e0 se\u00a0concerter entre partenaires sociaux sur les indicateurs \u00e0 suivre.
